The UK Governing body for Civil Aviation (CAA) requires all tour operators and travel organisers selling travel products to the general public to provide a financial guarantee called a bond which is lodged with the CAA. Should a tour operator cease trading, the CAA would make a full refund to the individuals affected, or for passengers whom have already travelled outbound, make arrangements for them to fly home.
For commercial organisations wishing to purchase airline seat capacity not for re-sale, an ATOL is generally not required. For example, a conference or incentive trip for new and existing business customers, an overseas staff training course for a new product launch or an incentive trip for overseas property investment.
